Can a bank account that only recieves child support and financial aid award or student loan be garnished?

My friends account has been put on hold by a collection agency, but she has her child support money going in there. She just got her rewards from her financial aid and a small student loan. That is all she has. Can they garnish all of it?
How about the child support money? She needs it! She has no job right now.
